Strategic Plan

The Strategic Plan establishes the District’s priorities, goals, and objectives for Fiscal Years 2027 through 2031. The Plan is grounded in the 2025 Comprehensive Master Plan (CMP), which was developed through a multi-method public engagement process that included a statistically valid community-wide survey, an open community survey, stakeholder interviews, focus groups, and public open houses.

The community priorities identified through that process are reflected in the 18 CMP Focus Areas and carry directly into the goals and objectives that follow. The Plan is designed to operate alongside individual park site and area master plans, the District’s Long-Range Capital Plan, and annual operating and capital budgets.
