The Winnetka Park District returned to the Village’s Plan Commission on May 28, 2025 to present updates on the proposed Centennial Park and Beach Special Use Permit Case No. 24-08-SU. First introduced to the Plan Commission on January 22, 2025, the project represents a multi-year effort to address shoreline erosion, improve safe and equitable access, and responsibly modernize one of the community’s most valued public lakefront spaces.
Following the Park District’s presentation, the Plan Commission asked no questions of staff or consultants and proceeded directly into deliberation. After discussion, the Commission voted to recommend denial of the Special Use Permit and requested exceptions. This follows the December 9, 2024, Zoning Board of Appeals’ prior recommendation to deny the Special Use Permit while recommending approval of all requested variances and exceptions.
“We appreciate the time and thoughtful consideration the Plan Commission gave to our proposal,” said Shannon Nazzal, Executive Director of the Winnetka Park District. “While we are disappointed in the recommendation, we remain committed to protecting our shoreline and ensuring equitable access to our public spaces for generations to come.”
The Park Board of Commissioners will discuss the project further during its regular June Board meeting. The next step in the Village’s review process is formal consideration by the Design & Review Board, which evaluates architectural and design elements through a certificate of appropriateness.
In the interim, Elder Lane Beach remains open for general beach use, though water access is currently restricted due to safety hazards. At Centennial Beach, the Park District is undergoing permit review with multiple regulatory agencies for a temporary fencing solution at the dog beach and is currently out for re-bid of the beach cleanup work for both Elder Lane and Centennial Beach.
The Winnetka Park District remains committed to transparency, collaboration, and long-term environmental stewardship as the future of Centennial and Elder Lane Parks and Beach projects are considered.
