Winnetka Park District Board Approves Revised Centennial Beach Off- Leash Dog Area Improvements Following Plan Commission Review

At its February 5, 2026 Special Board Meeting, the Winnetka Park District Board of Commissioners approved a revised design for the Centennial Beach off-leash dog beach fencing project. The approved plan, (the “Revised Dog Beach Plan”), reflects adjustments made in response to feedback from the Village of Winnetka Plan Commission, regulatory agencies, and the community.

The Revised Dog Beach Plan reduces the overall fenced footprint of the off-leash area, limits the extent of fencing extending into Lake Michigan, and refines pedestrian circulation and access along the shoreline

The Revised Dog Beach Plan preserves key safety and operational elements while addressing visual, environmental, and shoreline concerns raised during the Plan Commission review process.

“This action reflects the Board’s commitment to listening, adapting, and making thoughtful adjustments based on Plan Commission feedback,” said Elise Gibson, Board President. “The Revised Dog Beach Plan balances public access, shoreline stewardship, and responsible project oversight while respecting the regulatory process.”

On February 9, 2026, the Park District is scheduled to appear in front of the Village of Winnetka Zoning Board of Appeals consistent with previously established review timelines.

The Board also acknowledged that the Revised Dog Beach Plan differs from elements contemplated in a previously approved donation agreement. That agreement remains contingent on permits and specific project components that are not reflected in the Revised Dog Beach Plan, and no donation has been received. The Board emphasized its intent to continue a transparent and appropriately sequenced process as regulatory reviews move forward.

With Board approval of the Revised Dog Beach Plan, District staff will proceed with required regulatory approvals and permitting. Final construction timing and operational details, including seasonal use, hours of operation, and fence height, will be finalized following those approvals.
